Blake also connects incision with the misappropriation of the public capital, specifically, the capital which he should raise for a centre of children in a building in the base of the watt tower. Incision is made turn to his childhood friend, gang leader Odessa, for the help in the cleaning of his name and stopping of Blake once and for all.
